Bengal Township Board Meeting  April 14, 2010

Supervisor Eric Mohnke called the meeting to order at 7:00 pm with all board members present.  Also in attendance were Sgt. Dan Spitzley, Jack Enderle Board of Commissioner, Larry Cleaver of Burnham and Flower Insurance Agency along with several Townships resident whose signatures are attached.

Board members led the Pledge of Allegiance.

Marilyn Irrer moved, supported by Marilyn Irrer to accept the Minutes of March 10, 2010 as presented.  Motion carried. Stephen Mahoney moved, supported by Arleita Schafer to accept the Minutes of March 24, 2010 as presented. Motion carried.  Arleita Schafer moved, supported by Marilyn Irrer to accept the Minutes of March 31, 2010 as presented.  Motion carried.

Stephen Mahoney moved, supported by Eric Mohnke to accept the Treasurer's report as presented. Motion carried.

Sgt. Spitzley gave a brief report about the happenings in our Township and to warn our residents about the breaking and entering during daylight.

Jack Enderle Board of Commissioner gave brief report about the happenings at the County level.  The grand opening at Motz Park will be on June 12, 2010.  On the November ballot there will be aproposal on the Constitution Amendment.

Marilyn Irrer moved, supported by Judith Huhn to signed Gregory Armbrustmacher Assessor contract for one year beginning April 1, 2010 thru March 31, 2011 at $10.00 per parcel which there is 794 parcels, 50% split on land application and 15% parcel visited each year.  Motion carried.  Gregory Armbrustmacher reported that he is finishing up with Board of Review and final assessment rolls.

There was eight packets sent out for the old Township Hall, none were received back we will discuss this more at the May meeting.

New Township Hall: We will be working on a lease for the hall. Marilyn Irrer moved, supported by Judith Huhn to order two floor stands, two poles, two tassel and cord sets, two spears for a American Flag and Michigan Flag the total was $251.80.  Motion carried.  Judith Huhn moved, supported by Marilyn Irrer to purchase a refrigerator from Kmart for the price of $388.00.  Motion carried.  Stephen Mahoney moved, supported by Marilyn Irrer to have the Clinton County Clerk's Office do the postage on the new ID cards to be mailed out to our residents in regards to changing the polling place for our Elections the total being $233.24.  Motion carried.  We also need a light switch in the meeting room by the kitchen door, fix molding in storage room that is located in meeting room.  Air Conditioning units moved 8 to 10 feet away from the building.  Propane tank moved to the Northwest corner of the Building.  On Saturday April 17, 2010 at 1:00 pm there will be ribbon cutting.

Eric gave a brief update from the Planning and Zoning meeting held on April 8, 2010.  In regards to the wind turbines the Planning and Zoning  Board recommend it to County Commissioners and the Ordinance will be discuss at April 17, 2010 meeting.

Larry Cleave with Burnaham & Flower Insurance Agency gave a brief report about our Insurance coverage we have with them.  Judith Huhn moved, supported by Arleita Schafer to maintain insurance coverage with Burnham and Flower for $2774.00 for one year.  Motion carried.

Marilyn Irrer moved, supported by Stephen Mahoney to do all gravel projects that are listed with exception one mile of Lowell Road from Parks to Townsend Road instead do one mile of Bauer Road from M-21 to Townsend Road and Overband, Brush Sjpray for a total of $96,367.40 and ask for a contract for mowing roadsides.  Motion carried.  Walker Road from Bauer to Wacousta Road; Taft Road from Bauer Road to Wacousta Road; Bauer Road from M-21 to Kinley road; Essex Center Road from M-21 to Walker Road; Centerline Road from Dexter Trail to Forest Hill Road; Townsend Road from Wacousta to Forest Hill Road; Townsend Road From Forest Hill to Francis Road; Forest Hill Road from Centerline to Taft Road; Forest Hill Road from Taft to Parks Road; Lowell Road from Townsend to M-21; Bauer Road from M-21 To Townsend Road.

Marilyn Irrer moved, supported by Stephen Mahoney to have a new contract for three miles of Parks Road stating using slade instead of stone with no change in price.  Motion carried.

Marilyn Irrer moved, supported by Stephen Mahoney to have a new chloride contract stating on 2nd application doubling the brine instead of 38% on one mile of Taft Road from Grove to Airport Road and 38% for all other roads on 2nd application.  Motion carried.

Eric Mohnke moved, supported by Stephen Mahoney to type a letter of support to ontinue the relationship between Clinton County Road Commission Administrators and the Road Workers Employees Union.  Motion carried.

Marilyn Irrer moved, supported by Judith Huhn to pay all outstanding bills up to April 14, 2010 for a total of $15,545.10 and to pay the Consumers bill when it comes.  Motion carried.

Arleita Schafer moved, supported by Stephen Mahoney to transfer $200,000.00 from General Fund Checking Account #6805020879 to General Fund Savings Account #6700063644.  Motion carried.

Arleita Schafer moved, supported by Marilyn Irrer to appoint Linda Armbrustmacher, Mary Ann Grennell and Janice Auten as Election Inspectors for the May 4, 2010 School Election.  Motion carried.

Eric Mohnke gave a brief update on the Ambulance.
